Planning Process

The City of Ottawa Official Plan has designated the former CFB Rockcliffe as a Community Development Area, which requires that a Community Development Plan (CDP) be prepared and approved for the entire site prior to any other municipal approvals for rezoning, subdivision, site plans, or development. 

The CDP document will set out the broad framework for those subsequent more detailed planning applications and approvals.  Decisions on future planning processes are expected to be made later in the CDP process, once there is more certainty and consensus with the municipality and stakeholders on the direction and substance of the Rockcliffe CDP.

In February 2012 the company began assembling a team of internal staff and external consultants, with the goal of beginning a renewed public engagement and municipal approval process for the project.  CLC has retained a range of professional consultants and technical experts, including:

  • project management, land use planning, and municipal approvals
  • integrated urban design and landscape architecture
  • civil engineering and site servicing
  • transportation
  • environmental ― geotechnical, historical site assessment and remediation
  • archaeology
  • residential market research
  • survey and title
  • public consultation and communication

CLC will utilize a variety of ways to engage the surrounding communities and the general public.  Consultation activities and event formats will vary, depending upon the community context, the audience, the particular milestone in the consultation process, and the issues (refer to Proposed Consultation Timeline).
